The Kingpin needs to do more. Damn Kei Jin, Sabbat and Cammies are encroaching on his city and he doesn't do much about it. Unless someone can unite the Anarchs the whole political structure in this town will collapse. It's too unstable, and that'll leave the way open for any of the other factions to move in.
The coteries aren't just rivals with one another in this town, they're out and out enemies. Something needs to be done. With that little diatribe out of the way, LeRoy isn't completely ineffective, he's managed to keep LA from going up in flames and that's no small task. Certainly worthy of respect.

He kind of looks like G'Kar from Babylon5. But scarier.
